New Changes in Managing Processed Goods, Export Manufacturing, and Export Processing Enterprises
On November 22, the General Department of Customs organized a specialized workshop in Ho Chi Minh City with more than 300 businesses attending, to gather opinions on the management of processed goods, export manufacturing (SXXK), and export processing enterprises.
Mr. Âu Anh Tuấn, Deputy General Director of the General Department of Customs, stated that enterprises in the fields of processing, SXXK, and export processing currently account for about 60% of the country’s total import and export turnover, significantly contributing to the economy and creating jobs for workers.
However, during the implementation of current regulations, many points are no longer suitable for practical management or international agreements. Therefore, the drafting committee has developed draft amendments and supplements to Decree 08/2015/NĐ-CP and related Circulars.
Specifically, to ensure consistent state management of customs, the drafting committee proposes to abolish Article 35 of Decree 08/2015/NĐ-CP, retaining only the regulations related to domestic transactions managed by local tax authorities.
During the discussion, businesses provided many detailed comments, especially regarding the abolition of Article 35. Deputy General Director Âu Anh Tuấn explained clearly and acknowledged these comments.
The draft amendments and supplements to Decree 08/2015/NĐ-CP have been appraised by the Ministry of Justice and submitted to the Government twice in 2021 and 2022. However, due to differing opinions, the draft has not been approved and requires further refinement.
The Deputy General Director of the General Department of Customs emphasized that a comprehensive assessment of local import-export activities is necessary to propose appropriate amendments, ensuring consistency and efficiency in state management.
Many businesses also contributed detailed comments on specific articles related to processing and SXXK, hoping to improve and complete the legal system to facilitate business activities.
